Not safe in a real bike, certainly - I'd hate to fall of when 'attached' to a bike. But there should be an excercise bike that does the same thing - just think of the incentive to get really fit!
I hadn't thought of the exercise bike option. That could work. Shouldn't be too ahrd to build. And with a little mechanical ingenuity it could have several functions ;-)
